Yes, Ash should get to catch Victini. But Ash would rather let Victini choose if it wonts to go with him or not. But if it decided to go with Ash, he would say something like “No Victini, you should stay free. You were trapped for 1000 years so you should be able to go were ever you wont when you wont.” That is what I think Ash would say.
